RIVERSIDE, Calif. -- The city of Riverside is taking an unusual step to punish graffiti vandals who were caught twice by police.

It is suing the group of juveniles and their parents to recover the costs the city claims it is owed. Officials said the lawsuit is not about the money, but making parents accountable for their children's actions.

The city claimed the taggers were caught while spray-painting a property, then nabbed again a month later when they tagged a park.

The lawsuit said the incidents cost the city nearly $1,500.
