Crack down on graffiti

Now that there is a new sheriff in town, could he possibly create a task force to cope with the graffiti problem?
It's out of control. In my area it's on sidewalks, bus stop benches, traffic light control boxes, utility boxes, fences, walls and probably even on someone's pet. It's degrading to the area and has economic impact as well.
I have had to hire a graffiti removal person three times this year alone and, if you multiply that by the number of others who have had to have removal done, you can see that the numbers add up.
If you see a group of "punks" late at night with pants down to their knees and paint cans sticking out of their shorts, you know that they aren't going to art class.
And let's not put them in detention for a night or give them a small fine and probation. Let's make them clean off graffiti for a day, preferably with a toothbrush.
